The sports betting business (Toto) is government-sponsored business approved to help support the Korea Sports Promotion Foundation. The fund is used to develop Korean sports in a variety of ways.

The sports betting business managed by Sportstoto is an advanced sports leisure activity that enables monetary gain for accurate predictions of game results. Such sports betting services have become increasingly popular worldwide. The Toto business emerged in 1997 when the Korea Football Association suggested that the national government raise funds for the 2002 World Cup. Sportstoto eventually launched its operations in October of 2001.
